The Human Services Advisory Board (HSAB) assists with developing Community Service Block Grant (CSBG)
program goals and objectives, identifying community needs, and
evaluating program effectiveness.
The advisory board must have between 12 and 21 representatives. The
board is constituted to ensure one-third of the members are elected
public officials, or their representatives; one-third are chosen in
accordance with democratic selection procedures adequate to ensure that
they are representatives of the poor in the area served; and the
remainder of the representatives are officials or members of business,
labor, industry, religious, welfare, education or other groups and
interests in the community. Board members representing the poor and
private sectors are elected for a three-year term, and public officials
may serve for an unlimited term.
