Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA)

The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) is a federal law that makes it easier for members of the armed forces and certain overseas U.S. citizens to register to vote and cast absentee ballots.

  • Military and Overseas Citizens Who Fall Under UOCAVA: 

    • Members of the United States Uniformed Services on active duty, their spouses and dependents

    • Merchant Marine, their spouses and dependents

    • United States citizens residing outside of the territorial limits of the United States. (The term 'State' includes the District of Columbia, the Commonwealth of Puerto Rico, Guam, the Virgin Islands, and American Samoa)

Registering To Vote

Requesting An Absentee

  • A Federal Post Card Application (FPCA) may be used to request an absentee ballot. For information on how to fill out a FPCA consult the Federal Voting Assistance Program website at www.fvap.gov or a Voting Assistance Officer.  Absentee requests received from a FPCA are good through one federal election cycle.

  • An absentee ballot may also be requested online

  • In order to receive absentee ballots in a timely manner, voter registration records should be updated annually.  To update a mailing address contact the elections office by phone, email, fax or in writing.

  • Members of the military or overseas citizens may request to have an absentee ballot transmitted via email or fax.

Returning An Absentee

  • Overseas military and citizens residing overseas may return a voted absentee ballot by fax via a secure telephone line, (386) 740-8850.  Note: Faxing a voted absentee ballot will be waiving the right to privacy.

  • A voted absentee ballot must be received in the office of the Supervisor of Elections  by 7:00 pm on Election Day.
