Outdoor entertainment and vending information

Welcome to Volusia County! Volusia County’s economy is strongly dependent on tourism. Various internationally recognized and regularly scheduled public events, including Bike Week and Biketoberfest, are held here, drawing many visitors and itinerant merchants (vendors) to the county.

Volusia County is charged with protecting public health, safety and welfare. Therefore, it is the county’s responsibility to regulate outdoor entertainment and itinerant merchants.

Outdoor entertainment permits

The unincorporated areas of the county require that any outdoor entertainment event hosting 500 or more people during an event receive an outdoor entertainment permit and must submit an application 60 days before the event. Outdoor entertainment permits can be obtained for a single event or annual events from Oct. 1 through Sept. 30 of the following year. Host itinerant merchant license

A host itinerant merchant license is required before a vendor can set up, sell, display, promote or give away any merchandise, products or services during special events as defined in Chapter 10, Article III, Section 26-51-26-60 of the Itinerant Merchant License Ordinance as amended or as described in the property planned unit development zoning classification.

Host itinerant merchant licenses are required for all vendors and are valid for events from Oct. 1 through Sept. 30 of the following year or as described in the property planned unit development zoning classification. They are nontransferable. License holders can transfer between locations providing the location has a host itinerant merchant license. Each itinerant merchant must have a license; no itinerant merchant license may be transferred to another vendor. If a vendor is located on multiple properties, an itinerant merchant license must be issued for each location.

Fire services information

Volusia County Fire Services advises vendors of the need for flame-retardant tents and canopies. There is to be no cooking under tents or canopies without proper fire protection systems unless there is a 15-foot distance between them and any other structure, tent or canopy. Fire extinguishers are required on the property at a maximum of 75-foot travel distances if the property owner does not provide them.
