Affordable housing programs

Volusia County's Community Assistance Division has implemented the following recent program changes:

  • IMPORTANT NOTICE - VOLUSIA COUNTY EMERGENCY REPAIR PROGRAM UPDATE:

Volusia County’s Community Assistance Division will temporarily close the Owner-Occupied Emergency Repair Program beginning on April 22, 2024, for 4-6 weeks. Applications that have already been received or mailed to households who have completed a prescreen appointment will continue to be processed. Site visits will also continue to be completed. Prescreen appointments will not be scheduled or conducted during the temporary pause.

TEMPORARILY PAUSED - Owner Occupied Rehabilitation Program

  • Several programs exist that may assist eligible homeowners with necessary repairs,
    • Housing Rehabilitation
    • Demolition and Reconstruction
    • Emergency Repairs
  • Programs are funded through State and Federal sources.
  • Each program is governed by general program guidelines as well as individual additional requirements.
  • Each program has its own specific repayment terms that may vary from a grant to full repayment.

Emergency Repair Program Overview

Applications are currently being accepted for the Emergency Repair Program. A phone interview to screen for eligibility must be completed prior to receiving an application package.

Housing Rehabilitation Program- Applications are not being accepted at this time.

Hurricane Housing Recovery Program

Volusia County recevied two Hurricane Housing Recovery Porgram (HHRP) allocations to provide housing assistance to residences impacted by Hurricane Ian or Nicole. Applications will be accepted no earlier than November 28 and will end when all funding has been expended as determined by Volusia County.

Homebuyer Assistance

  • Community Assistance Homebuyer Assistance program (HBA) is designed to assist first-time homebuyers purchase a home by providing purchase assistance and closing costs.
  • The HBA program is funded by Volusia County through Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and the State Housing Initiatives Partnership Program (SHIP).
  • Assistance is provided in the form of a zero percent interest loan (deferred payment) for a term not to exceed 15 years.
  • Includes shared appreciation features.
  • The HBA program is implemented with the cooperation of Affordable Housing Partners (AHP). Only files submitted by an AHP will be accepted.

Homebuyer Assistance Program Information   

Wind Hazard Mitigation Program

Provides funds to assist income eligible homeowners of owner-occupied homes with wind hazard mitigation features.

  • Maximum award per household is $15,000 including closing costs.
  • Features include window and door coverings, gable-end tie downs and upgraded garage doors.
  • Eligible households will be required to obtain three written quotes from licensed, certified contractors, provide the quotes to Community Assistance for review and approval and execute all loan closing documents.
  • Assistance is provided in the form of zero percent interest loan (deferred payment) for a term not to exceed five years.

Applications are currently being accepted for the Wind Hazard Mitigation Program. A phone interview to screen for eligibility must be completed prior to receive an application package.

Wind Hazard Mitigation

After reviewing the program information above, request a phone interview to determine if you may be eligible for Emergency Repair or Wind Hazard assistance by emailing communityassistance@volusia.org. The phone appointment will take approximately 15 minutes. Your email request should contain the following information:

  • Time of availability for eligibilty appointment

Neighborhood Stabilization Program Home Purchase Program

  • Provides a deferred payment loan to approved households for down payment, gap financing and closing cost toward the purchase of a county-owned Neighborhood Stabilization Program (NSP) home.
  • Assistance is provided in the form of a zero percent interest loan (deferred payment) for a term not to exceed 15 years.
  • Includes shared appreciation features.
  • The NSP Home Purchase Program is implemented with the cooperation of Affordable Housing Partners (AHP). Only files submitted by an AHP will be accepted.
