CDBG-R
The American Recovery and Reinvestment Act of 2009 ("Recovery Act")
awards Community Development Block Grant Recovery (CDBG-R) funds to
cities, counties, insular areas and states. Recipients of CDBG-R funds
are the approximately 1,200 jurisdictions that received Community
Development Block Grant (CDBG) funding in Fiscal Year 2008. These funds
must be used for community development activities that meet one of the
three national objectives of CDBG; benefit low and moderate-income
persons; aid in the prevention or elimination of slums or blight; or
meet a need having a particular urgency.
CDBG-R activities must meet Recovery Act provisions intended to maximize
job creation and economic benefit. Federal labor standard requirements
are more comprehensive than for regular CDBG projects.
Volusia County was awarded $526,815 in CDBG-R funding. Local governments
submitted applications for the subject funding, outlining community
development projects. The applications were reviewed to determine if
they met CDBG eligibility, CDBG National Objective, and Recovery Act
provisions. The following projects were selected for funding and
approved by County Council on August 20, 2009:

The Recover Act requires that the CDBG-R
funds be expended by September 30, 2012. The cities implementing the
above activities have submitted plans that indicate completion
considerably before that deadline.
