Disaster Relief & Repair Program

Program Overview
The May Floods - Disaster Relief & Repair Program is designed to provide
assistance in the form of a grant for Volusia County residents that
experienced damage from the May flood event (Executive Order 09-126).
However, assistance for mobile home replacement will be in the form of a
zero percent interest, deferred payment loan. Assistance is based on
damage to the applicant’s primary residence for the services listed
below:
- Interim repairs. Interim repairs to avoid further damage (which
includes tree and debris removal required to make the individual housing
unit habitable). Assistance is available up to $10,000.
- Well repair. Repair of existing wells used for potable water where
public water is not available. Assistance is available up to $10,000.
- Homeowner’s insurance deductible. Payment for insurance deductibles
for homes covered under homeowner’s insurance policies. Assistance is
available up to $3,500.
- Mobile/manufactured home replacement. Replacement of pre-1994 mobile
or manufactured home for eligible households whose homes are located on
a lot owned by the applicant or on a leased lot in a stable mobile home
park. Homes must have been damaged or destroyed due to declared
disaster. Assistance in the form of a deferred payment loan.
- Other relief. Other disaster relief for eligible households to assist
with eligible housing on a case-by-case basis.
Eligibility Requirements
- Income eligible. The applicant household must be income eligible (see
enclosed income guidelines) and complete the required application and
related documents
- Legal owner. The applicant must be the legal owner of the home
- Location of home. The applicant’s home must be located within Volusia
County, excluding homes located within the incorporated limits of
Daytona Beach. (Please Note: Applicants living in incorporated Daytona
Beach during the May floods must apply through the City of Daytona
Beach)
- Primary residence. The damaged property must be the applicant’s
primary residence (confirmed through homestead exemption).
- The applicant’s home must have an insured valued of $225,000 or less.
- If applicant does not have insurance the home must have a just value
of $225,000 or less.
- Manufactured/mobile home repair. Eligible for post-1994 mobile or
manufactured homes in need of interim repairs.
- FEMA/property insurance coverage. These funds are required to be used
to leverage other federal and state funds. Applicants will be required
to provide documentation of disaster assistance applied for, which has
been provided or will be provided, by FEMA and other federal and state
agencies in connection with the May flood event, and documentation of
property insurance coverage.

Once Community Assistance has received the pre-applications, a housing
specialist will contact the applicant to schedule an interview. At this
time the housing specialist will inform the applicant of all documents
needed to income qualify the household.
