Emergency Shelter Grant Program
(ESG)
The Emergency Shelter Grant (ESG) Program
helps States and localities provide facilities and services to meet the
needs of homeless people. ESG funds assist in providing shelter for the
homeless, but also in the transition of the population to permanent
homes.
The objectives of the Emergency Shelter
Grant (ESG) Program are to increase the number and quality of emergency
shelters, and transitional housing facilities for homeless individuals
and families, to operate these facilities and provide essential social
services, and to help prevent homelessness.
ESG funds may be used for rehabilitation
of current homeless facilities or conversion of buildings for use as
emergency shelters. The funds may also be used for essential services
and operating expenses which provide for certain costs such as; salaries
for those persons operating shelters, maintenance, insurance, utilities
and furnishings; and prevention activities which provide for the
development and implementation of homeless prevention activities.
The ESG Program is designed as the first
step in the Continuum of Care model. This continuum aims to prevent
homelessness and to enable the homeless population to move toward
independent living.
