Health Care Responsibility Act Program
This Act requires that the County in which a qualified indigent patient is a resident pay for out-of-county emergency hospital care. The county of residence also pays when it has an agreement with a hospital in another county to provide services to an indigent patient. Determination of eligibility and residency is made by the county.

Indigent burial
Through arrangements with participating funeral homes, the County provides burial for indigents, in accordance with statutory requirements.

Low Income Home Energy Assistance Program
This program assists qualified low-income households to meet the high cost of heating and cooling their homes. The Home Energy Assistance Program will help eligible households if assistance has not been received during the previous twelve months. The Crisis Energy Assistance Program will help eligible households with one home energy financial emergency per heating season (October-March) and one per cooling season (April-September). 

Summer Food Service Program
This program provides nutritionally balanced meals to needy children 18 years of age and younger during the summer months when school breakfasts and lunches are unavailable.

Emergency Services
Rent/mortgage assistance, utilities assistance, medical supplies, and prescriptions are provided to clients who, by reason of physical disability, temporary unemployment or other emergency circumstances, find themselves temporarily unable to take care of their basic needs. Applicants are received at the Human Services offices from 8 a.m.- 3 p.m., Monday through Friday, except on official County holidays when all County offices are closed. Interviews are conducted by appointment only with trained social workers.

Dental referrals
Urgent dental care is provided through an agreement with participating dentists.

Transportation assistance
Patients deemed by the Volusia County Health Department to be unable to travel to out-of-area medical facilities for needed care may apply for transportation. Bus tokens and gasoline vouchers are also provided to assist persons with transportation to work and local medical facilities.
