Justice Assistance Grant (JAG) Program
American Recovery and Reinvestment Act
(ARRA) of 2009
The Florida Department of Law Enforcement (FDLE) received an award in
the amount of $81,537,096 from the U. S. Department of Justice as part
of the American Recovery and Reinvestment Act of 2009. The JAG/ARRA
funds are targeted to be an important part of Florida’s overall strategy
to address the impact of current economic conditions on the state’s
criminal justice system. FDLE has set aside the one time award in the
amount of $1,212,965 for Volusia County to support a broad range of
activities to prevent and control crime and to improve the criminal
justice system. These funds are in addition to the standard 2009 JAG
Countywide allocation. FDLE will distribute these funds in accordance
with the provisions of chapter 11D-9, Florida Administrative Code.
In anticipation of the Recovery Act award, a notice of the funding
availability of the Edward Byrne Memorial Justice Assistance (JAG) Grant
Program - American Recovery and Reinvestment Act (ARRA) of 2009 was
announced in April to local units of government and non-profit
organizations on a competitive basis for eligible activities that
included providing law enforcement programs; prosecution and court
programs; prevention and education programs; corrections and community
corrections programs; drug treatment programs; planning, evaluation, and
technology improvement programs; and crime victim and witness programs.
It was also announced that special funding consideration would be given
to potential applicants for project activities that could be sustained
after the one year funding ended.
The Substance Abuse Police Advisory Board (SAPAB) reviewed, scored and
ranked the applications. As directed by the Office of Justice, the (SAPAB)
gave special consideration to projects that could be started and
completed expeditiously and in a manner that maximized job creation and
economic benefits. The following projects were recommended by SAPAB and
approved by Volusia County Council for funding by the Florida Department
of Law Enforcement.

As a condition of receiving the funds from
FDLE, 51% of all local governments within Volusia County must approve
the funding distribution.
