Mission: To provide safe, decent and sanitary housing for families throughout Volusia County.

Overview: As the County’s Public Housing Agency (PHA), the Community Assistance Division administers approximately 322 housing choice vouchers. The Housing Choice Voucher Program (Section 8) is the federal government major program which assists very low-income families including the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own suitable housing, including single-family homes, townhouses and apartments.

Obligations of Each Party (HUD, PHA, Participant, and Landlord) – This section describes each parties obligations and responsibilities under the program.
Participant Information – This section is designed to provide all relevant information needed for a participant to be successful in the program.
Landlord Information – This section is designed to provide essential information for current and future landlords.
Applicant Information – This section is for individuals who are on the waiting list or are interesting in applying for assistance.
