General Program Guidelines

To ensure success in the voucher program, participants must comply with all following program rules and family obligations:

  • Report any and all changes in income and assets within 10 calendar days of change including decreases, increases, or new income.
  • Report any changes in your household composition (births, adoptions, marriages, deaths, or divorce) for County of Volusia Section 8 Housing Choice Voucher Program (hereinafter called PHA) approval.
  • Cannot manufacture or sell any drugs in assisted unit.
  • Cannot be charged or convicted of a felony, or drug related crime within three (3) years prior to eligibility.
  • Cannot be charged or convicted of any sex related criminal activity.
  • Submit any correspondence from landlord to the PHA including three (3) day Notices, seven (7) day Notices, Eviction Notices, Non-renewals, rent increase or decrease notifications.
  • Must submit requested documentation, correct breach or request informal hearing by deadline date.
  • Must pay security and utility deposits.
  • Cannot sign lease or move into unit before PHA approval and unit passes HQS Inspection.
  • Must have utilities in name of head of household.
  • Utilities must be on at all times.
  • Lease must be for a one (1) year term.
  • Cannot sublet unit.
  • Cannot vacate assisted unit before expiration of lease without prior approval from owner and PHA.
  • Cannot rent a unit from a family member.
  • Cannot receive duplicate assistance.
  • Income data used for eligibility cannot be altered to sustain lease-up.
  • Voucher is valid for 60 calendar days and is portable.
  • Portability can only be used at admission for applicant/participant that are Volusia county resident at the time of application.
  • Must submit Request for Tenancy Approval or request for extension with supporting documents prior to voucher expiration.
  • Supporting documents included the following:
    • Extensive housing search record.
    • Proof of extenuating circumstances such as extensive hospitalization or family emergency must have occurred within term of voucher.
  • Must repair any tenant damages to the unit beyond normal wear and tear.
