Chair’s Report
- Chair set meeting dates for 2003. Mrs.
Bruno stated that County Council is to appoint new Board members at
their meeting tomorrow 1/23/02. Application Review Meeting Date is set
for April 2, 2003. Tentative dates for subsequent meetings are June 25
and October 22. Election of Officers will also be held on April 2,
2003.
Minutes
A motion was made by Maria Augustine to
accept the minutes of the October 23 and December 10 meeting. Motion was
seconded by Dr. Henry Martin. Motion passed.
Old Business:
None
New Business:
- CFAB established Goals for 2003, which
are the same as 2002. Motion made by Dr. Henry Martin to adopt goals,
seconded by Alice Johnson. Motion passed. (See attached for detail)
- The Board developed a procedure for
requesting funds outside the application process. The following
criteria was established (1) targeting the applications based on
prioritized categories of service, which will be identified at the
June 25 meeting, (2) set a limit (cap) on requested amount of funding
(3) not fund existing programs, only new or expanded programs, and (4)
target a geographic area. Alice Johnson stated the Board still has the
authority to authorize emergency assistance. Motion made by Alice
Johnson to adopt previous items and include that there would be an
application for the funds and she recommended that any agency
requesting $1,000 or over must complete application and meet above
criteria. Seconded by Mary Lou Mirino. Motion passed.
- The Board requested a listing of
agencies providing residential programs and those programs that
receive matching funds. These agencies are held harmless. The Board
defined application criteria regarding applications for 2003-2004
funding: 1. Accept all applications, even incomplete, and let score
reflect incompleteness. Staff will note any information missing. 2.The
cut-off score for new programs is 2.0. 3. The cut-off score for
existing programs is 1.75. For programs scoring less than 1.75 funding
could be cut up to 50%. 3. The percentage cap on new programs is up to
7% . 4. There is a $25,000 cap on all new programs and 10% cap on
existing programs over prior year’s funding. Motion made by Alice
Johnson to approve above criteria and seconded by Dr. Henry Martin.
