Minutes:

seconded by Essie Smith to approve minutes of January 19, 2005. Motion

Correspondence:
Board announced change in CEO at Pace
Center for Girls.
Old Business:
Staff updated Board on Summer Camp
statistics. There were 696 applicants for summer camp scholarships. 579
applicants were income eligible. Currently there are 223 on the waiting
list. There were 72 applicants for scholarships for agencies other than
Leisure Services. There Are 110 children enrolled with Volusia County
Leisure Services on the East side and 163 children enrolled on the West
side. There are 20 children enrolled in the special needs summer camp.
An additional $70,000 would be needed to fund all income eligible
applicants. Staff also provided Board a summary of applicants by age and
income. Karen Bourbonnais expressed concern about the 223 on the waiting
list and the need for additional dollars for camp.
Dr. Martin requested tabling the
discussion of the Budget Sub-Committee Funding recommendations until
Mary Bruno arrived.
New Business:
Community Alliance
The Board appointed Karen Bourbonnais as
the CFAB representative to the Community Alliance.
Appointment of committee to review
2006-2007 application and scoring criteria.
Staff advised that this will be an
intensive workshop to review all application criteria previously
established, the categories, and the application. The committee would be
meeting at least monthly for June, July and August. Dr. Martin ,Kymberly
Cook, Karen Bourbonnais, Mary Lou Mirino, Essie Smith, Mary Bruno. Dave
Evans volunteered to serve. Deborah Denys also advised staff she wanted
to serve.
Old Business:
Mary Bruno advised that due to the
limited amount of funding available, in order to keep existing agencies
at level
funding, it becomes impossible to fund new agencies, or to give
additional dollars. Also, because in the last funding cycle we could not
substantially fund new agencies and allocated small amounts, it caused
these agencies to be locked into the 10% cap increase. The sub-committee
discussed approaching the County Council for additional funds. The per
capita basis used for increases has resulted in such a small increase
that even cost-of-living cannot be given to existing agencies. Mary Lou
stated that Grace House was an example of an agency receiving a small
amount of dollars and then being locked into the 10% cap increase. Don
Gooding advised the Board that Mr. Williams will be meeting with the
County Manager to discuss the CFAB budget. If the intent of the Board is
to request additional funding, now is the time to formalize the request
so it can be sent to the County Manger.
Motion by Maria Augustine and seconded by
Dr. Martin to request additional funding. Motion passed.
Motion by Mary Bruno to establish a
sub-committee, perhaps the budget sub-committee, to come up with a plan
to request the additional funding. Dr. Martin amended the motion, that
the Budget Sub-Committee can be used for this activity. Mary Bruno
accepted the amended motion. Motion seconded by Dr. Martin. Motion
passed.

Martin to accept funding recommendations for children as presented by
the budget sub-committee. Motion passed.

Essie Smith to accept funding recommendations for community as presented
by the budget sub-committee. Motion passed.
Public
Participation:
Gail Gregory of Mental Health Association
announced “Blues Fest” fundraiser.
Donna Jensen of Grace House thanked the
Board for their service. Grace House is having to relocate due to an
increase in their rent.
Robin Bass of Children’s Medical
Services. Advised Board of new location on Keech Street and welcomed
Board to visit. She attended the last budget sub-committee meeting and
was concerned that no funding was available for new programs in
community. CMS scored high but no funds were available.
Monica Perry of PACE invited the Board to
the PACE graduation and 20th anniversary.

Participation:
Mary Bruno advised the audience that if
the Board requests additional funding from the Council, the support of
the agencies would be appreciated.
Karen Bourbonnais stated the agencies
should keep in mind that the request for additional funding may not be
granted by the Council. Junior Achievement is still looking for
volunteers.
