Chair’s Report:
Chair appointed committee to review 2005-2006 application and funding
criteria. This will involve reviewing scoring and allocation criteria.
Alice Johnson was appointed as Chair. Mary Lou Mirino, Mary Bruno, Marisa
Shirley, Karen Boubonnais, Dr. Martin were also appointed to the
committee. It was suggested that the agencies have an opportunity to
present their suggestions regarding the application and the process. This
information must be submitted in writing. It was also suggested that a
presentation from United Way on their allocation process would be helpful.
Correspondence:
Don Geser, Director of King’s Kids Academy, a program of the Jubilee
Church of God in Deltona, requested financial assistance with cost of air
conditioning repair. Motion made by Maria Augustine to approve $1,000 and
seconded by Karen Bourbonnais. Motion passed.
Christopher Bell, President of the Marine Discovery Center, requested
assistance of $1050 to assist underprivileged children attend summer camp.
Alice Johnson made a motion to approve $1050 for camp. Motion seconded by
Marissa Shirley. Motion passed.
Old Business:
Summer Camp
Strong Tower Mission will be awarded $15,360 for 48 scholarships for
summer camp due to the fact that Volusia County Leisure Services does not
provide a summer camp in the Seville area.
God’s Covenant Mission Center requested $3,520 for 11 applicants. Volusia
County Leisure Services has a program in Lake Helen. The Board discussed
the criteria for funding summer camp and if programs can provide the same
service at the same price and parental choice. A process needs to be
established to apply for summer camp funding with an application,
criteria, and timeframe. Alice Johnson withdrew her motion approving $1050
funding for the Marine Discovery Center until guidelines for funding
summer camp can be established. Motion seconded by Marissa. Motion passed.
Tabernacle of Praise requested funding, however, no applications were
received. Staff advised board that approximately 200 children are on the
waiting list for scholarships. Mary Bruno made a motion not to fund any
additional summer camp letter requests until a process has been
established and staff is directed to take any excess dollars and fund
children on the waiting list. This would include God’s Covenant Mission
Center, Marine Discovery Center, and Tabernacle of Praise. Seconded by
Maria Augustine. Motion passed.
2004-2005 CFAB Budget Sub-Committee Report
Alice Johnson, Chair of the Budget Sub-Committee, advised CFAB Board that
further discussion is needed on the budget recommendations and made a
motion that recommendations be presented to the Board on June 30. Seconded
by Mary Bruno. Motion passed.
Mandatory Family Child Care Home Licensure
The following individuals made presentations to the CFAB regarding
mandatory licensure:
Mary Derr – League of Women Voters – Bills proposed by Evelyn Lynn did not
pass
Judy Wheeler – Registered Provider – Additional educational requirements
for licensed providers
Lynne LaBombard – CCRN – new guidelines are not in place at this time –
self-assessment checklist is newest requirement for registered providers
as well as additional educational requirements.
Melonie Crawford – Registered Provider – Registered providers are more
accountable now with additional educational requirements.
Mary Bruno made a motion that the Children and Families Advisory Board
recommend mandatory licensing of family child care homes by resolution or
ordinance, with the responsibility going to the state and that we
recommend a four year period for the registered homes to become licensed.
Part two, that the CFAB develop criteria in the application process for
2005-2006 and set aside some portion of funds to provide mini-grants to
registered homes to assist them to become compliant. Motion seconded by
Maria Augustine. Ms. Bruno stated that licensing would add some
inspections, it would not add to quality child care. Mr. Williams stated
that if this motion passes the costs and the responsibility for
enforcement would default to the state. Mr. Williams further clarified
that the County has no authority to reduce any state requirements. Staff
asked for clarification as to whether the motion is a resolution or
ordinance. A resolution is a statement of policy, whereas, an ordinance is
law. The County Attorney would draft the ordinance. Mary Bruno changed
motion to change from resolution or ordinance, to ordinance. Motion
seconded by Maria Augustine. Motion amended to Motion passed 4-2 with one
abstention from Angela Jackson due to a conflict of interest. Staff will
prepare agenda item for County Council on above motion.
New Business
Richard Fay of Children’s Medical Services gave presentation on services
they provide for children in foster care who have complex medical needs.
