Review of scoring results

Item 1

Dave Evans gave an analysis of agency scoring results. He also advised the sub-committee that some agencies failed to meet the minimum score to be considered for funding. The agencies are listed as follows:

Children’s programs

Determine amount available for funding

Dave Evans advised the Sub-committee of funding availability. Children funding is $1,919,239. Community funding is $719,715.

Determine proposed agency funding

Item 3

Dave Evans presented suggested scoring tiers for funding of community programs. Mr. Evans presented a worksheet with recommended scoring tiers. The total community funding has been reduced between 9-10%. For community the following tiers are presented: Agencies with score of: 5.0–4.50 – 5% cut, 4.49–4.0 10% cut, 3.99–3.50 15% cut, under 3.50 no funding.

In keeping with the Council Resolution approving special consideration for programs receiving matching dollars from state and federal agencies, funding will not be cut more than 5%. The special exceptions are as follows:

  • Association of Retarded Citizens – Supported Employment Program
  • Easter Seals – Special needs
  • United Cerebral Palsy of East Central Florida – Developmental Program

Richard V. Moore was the only existing program that scored below the minimum required for funding with a score of 3.10. No funding is recommended for this program.

The total funding allocation for existing community programs is $708,913. This allows for funding of new programs of $9,750 and contingency of $1,052. New community programs recommended for funding are:

  • Catholic Charities – Emergency family assistance program - $3,250
  • Easter Seals of Volusia County – Respite care program - $6,500

Dave Evans presented suggested scoring tiers for funding of children’s programs. Mr. Evans presented a worksheet with recommended scoring tiers. The total funding allocation for children’s programs if $1,919.239, which must include funding for summer camp. For children the following tiers are presented: Agencies with score of: 5.0 – 4.50 – 0% cut, 4.49–4.0 0% cut, 3.99–3.50 1% cut, under 3.50 no funding. These tiers would allow for a contingency of $64,000.

Motion by Carrie Garnett and seconded by Cherry Smith to accept funding recommendations. Motion passed. Budget sub-committee will present funding recommendations to the full CFAB at the August 29 meeting.
