Chair’s Report

  • Mary Bruno introduced Peggy Johnson as the new Children and Family Services Coordinator for the County.

Minutes

A motion to accept the minutes of the August 28th meeting was made by Maria Augustine and seconded by Mary Lou Mirino. The motion was approved. Don Gooding indicated the issue regarding expenses claimed by ACT has been resolved and no further discussion was needed.

Old Business

  • Application/Scoring Subcommittee Recommendations-are to add a Program Description back into the application, to add space for agencies to identify the basis for the services needed under the Program Operation and Classification section, to clarify the Need for Service, to reduce under the direct services to clients the categories listed to only 3 catagories, prevention, intervention or residential and treatment, defining the types of service and will funds be used for a match. Under scoring and evaluation, the sub committee recommended changing the geographic recommendation scoring to 2 points instead of a percentage. The 2.0 for the cutoff for any new agency to be funded. Also recommended was to put a cap of 7% on new programs and 10% cap for those that received funding in the past. A motion made by Alice Johnson and seconded by Henry Martin. Motion approved. A motion made on all recommendation, including the last motion, by Alice Johnson and second by Maria Augustine. Motion passed.

New Business

  • One Voice-Carrie Garnett provided some informational packets to all.
  • Coastal Care-Reggie Williams spoke on their behalf. Requested $12,780 for a one time need.
  • Additional County Funding-Mr. Frank Bruno, Vice Chair. Actual amount was $295,346. In the area of children it is $221,620 and for community agencies it is $73,726. His two main areas of concern are Childcare and mental health.
  • Reggie Williams spoke on the expansion of Summer Program to include Recreational after school activites. Would like to make it year round to serve about 100 children at a cost about $4,000/year.
  • Application Funding-Reggie suggested to bring Agencies under the 2.0 score that were cut be brought up to the 2001 funding level. 
    Motion made by Henry Martin to accept the staff recommendation and second by Maria Augustine. Motion passed.
    Amended motion to bring all agencies to their 2001 funding level including the coastal care and summer camp made by Maria Augustine seconded by Henry Martin.
    Motion made to establish a subcommittee to go back and look at the full CFAB board recommendations and forward back to the board the funding increases by agency. Motion passed.

Public Participation
Pastor Kevin Taylor of NMZBC Christian Academy present a need for funding for daycare. Mr. Sylvester Cunningham working with the NMZMBC Academy stated that they are in the process of getting licensed. Alice Johnson questioned the rates and if they would be on a sliding scale. Mr. Reggie Williams indicated that they need to provide their overall budget including all expenditures and revenues.

Gail Gregory of the Mental Health Association spoke of the needs of Mental Health in the Community.

Debbie Maxwell from the 4H club also spoke of her concerns.
