Recommendations for Charter Amendments

Current wording of the Charter Article requesting to be changed: Article XIII - Miscellaneous Provisions, Section 1313 - Water Policy Review Commission 

Explanation of the weaknesses of the article as currently written.  Reasons for the suggested changes and what would be improved by the proposed changes. 

The Charter needs to be amended to create a countywide Water Authority approved and authorized by the voters.  The Water Authority needs to be formed under the Charter with a seven member elected board, five members elected from districts and two members elected at large.  The member districts shall be the same as the current county council districts.  The Water Authority shall have the responsibility to preserve, protect and manage the water resources of Volusia County.  The Water Authority shall have the authority to levy a tax millage of no more than 0.2 mills countywide to support the preservation, protection and management of water resources and provide for water related improvement (capital) projects to enhance or provide for public water supply. The Water Authority shall have the authority to hire an executive director and other such personnel as necessary and required to fulfill the mission of the Water Authority.

Comments: This needs to be done given the current impending failure and demise of the intergovernmental board known as the Water Authority of Volusia (WAV).  The residents and citizens of this county both demand and need a strong voice that will preserve, protect and manage the water resources of this county forever.  This is the only way to ensure that an entity is created and sustained to meet the needs of future water resource supply and protection.  Without an entity formed under the county Charter, approved by the voters, with elected members answerable to the public, the residents and citizens of this county are doomed to a repeat after repeat of failed attempts at intergovernmental cooperation, i.e., WAV.  Time to do it for good!
