Background
In 1996, the County's Charter was amended to include Section 1313, the Water Policy Review Commission. The Commission is charged with:

  • Evaluating the progress of the Volusian Water Alliance or its successors;
  • Evaluating the status of applicable water plans with specific attention to aquifer protection, minimum flows and levels, water recharge, wellfield management and alternative water supply planning. The Commission is not limited to these issues.
  • Proposing amendments to the County's Charter as needed to ensure an adequate supply of potable and sustainable water will be available to all citizens with the County. The Commission may perform only those functions directly related to water policy in Volusia County.

The Commission will propose amendments to the Home Rule Charter, if needed, by June 2002. The County Council's role with regard to the Commission Charter proposals is essentially ministerial. The County Council does not have the authority to modify Commission-proposed Charter amendments. It is to conduct three informal public hearings and schedule a referendum, if needed, for the next general election.
