RESOLUTION NO. 2001-81
A RESOLUTION OF THE COUNTY COUNCIL OF
VOLUSIA COUNTY, FLORIDA, ESTABLISHING A WATER POLICY REVIEW COMMISSION; PROVIDING FOR
APPOINTMENT OF NINE MEMBERS THERETO; PROVIDING FOR THE DUTIES OF THE COMMISSION; PROVIDING
WHEN THE REPORT OF THE COMMISSION SHALL BE DUE; PROVIDING AN EFFECTIVE DATE.
WHEREAS, Section 1313 of the Volusia County
Charter provides that the County Council shall convene and fund a Water Policy Review
Commission (ACommission@) no later than May 1, 2001; and
WHEREAS, the Commission shall have the
power and duty to:
(a) evaluate the progress of the Volusian
Water Alliance or successors thereto;
(b) evaluate the status of applicable water
plans, with specific attention to the following, but not limited to, aquifer protection,
minimum flows and levels, water recharge, wellfield management and alternative water
supply planning; and
(c) propose amendments to the charter, as
needed, to ensure that an adequate supply of affordable, potable and sustainable water
will be available to all citizens within the county. The Commission may perform only those
functions directly related to the issue of water policy in Volusia County.
NOW THEREFORE, BE IT RESOLVED BY THE COUNTY
COUNCIL OF VOLUSIA COUNTY, FLORIDA, IN OPEN MEETING DULY ASSEMBLED IN COUNTY COUNCIL
CHAMBERS IN THE CITY OF DELAND, FLORIDA, THIS 19TH DAY OF APRIL, 2001, AS FOLLOWS:
SECTION I: There is hereby created a Water
Policy Review Commission which shall consist of nine (9) members who shall be appointed by
and serve at the pleasure of the County Council. Each district County Council member shall
nominate for appointment one member to the Commission and each at large County Council
Member nominate for appointment two members to the Commission. Members of the Commission
shall be qualified registered electors of the County and hold office only so long as they
maintain that qualification. The Commission shall hold its organizational meeting no later
than June 30, 2001. The Commission shall be dissolved no later than November 5, 2002.
SECTION II: The County Manager shall assign
personnel appropriate to provide administrative and clerical support to the Commission.
Expenditures in aid of the work of the Commission shall be authorized in accordance with
the County Code of Ordinances from available County funds.
SECTION III: The Commission shall issue a
report to the County Council by June 30, 2002, with recommendations for any actions to be
taken by the County Council or any recommendations to amend the Charter.
SECTION IV: This Resolution shall take
effect immediately upon its adoption.
