Who Can Register to Vote

A person may register and vote in the State of Florida only if that person:

    1.  Is at least 18 years of age;
         o  A person who is otherwise qualified may pre-register on or after that person’s
            16th birthday and may vote in any election occurring on or after that person’s
            18th birthday.
    2.  Is a citizen of the United States;
    3.  Is a legal resident of the State of Florida;
    4.  Is a legal resident of the county in which that person seeks to be registered; and
    5.  Registers pursuant to the Florida Election Code.

    A person who is not registered may not vote.

NOTE: The following persons, who might be otherwise qualified, are not entitled to register or vote.

         a.  A person who has been adjudicated mentally incapacitated with respect to voting
              in this or any other state and who has not had his or her right to vote restored
              pursuant to law.
 
        
b.  A person who has been convicted of any felony by any court of record and who
              has not had his or her right to vote restored pursuant to law.

Where to Register to Vote

A Voter Registration Application is available in English or Spanish online or at the following locations:

How to Register to Vote

When completing the application, pay extra attention to the shaded boxes marked "REQUIRED". These fields in the application must be completed for the registration to be valid. The other areas on the application are optional but applicants are encouraged to provide as much information as possible.

      Please Note the Following:

  • Your Social Security number, Florida driver’s license number or Florida identification card number provided on your voter registration application will remain confidential and will be used only for voter registration purposes.
  • If any of the information provided on this application is not true, the applicant can be convicted of a felony of the third degree and fined up to $5,000 and/or imprisoned for up to five years.
  • Florida is a closed primary state. If you wish to vote a partisan ballot in a primary election, you must be a registered voter of that party. All registered voters, regardless of party affiliation, are eligible to vote on non-partisan issues and candidates. For a listing of minor political party affiliations, click here.
  • If you are registering by mail, have never voted in Florida, have not been issued a Florida driver’s license, Florida identification card, or Social Security number, you will be required to provide additional identification prior to voting the first time. To ensure that you will not have problems when you go to vote, you should provide a copy of the required identification listed below when you mail your voter registration application:

        o  United States Passport 
        o  Debit or Credit Card (w/photo)
        o  Military Identification
        o  Student Identification
        o  Retirement Center Identification
        o  Neighborhood Association Identification
        o  Public Assistance Identification

    You may also provide a copy of one of the following documents that contains your name and current residence address:
        o  Utility bill
        o  Bank statement
        o  Government check
        o  Paycheck
        o  Other government document (excluding voter information card)

After it has been determined by the State of Florida that your application meets the requirements in Florida law, a voter information card will be mailed to you. Your card should arrive approximately 3-4 weeks after your application has been received.

Voter Registration Deadlines

According to Florida Statute, residents must be registered to vote at least 29 days before an election to be eligible to vote in that election.

If this is a new registration application, the date the completed application is postmarked or hand delivered to a driver’s license office, a voter registration agency, an armed forces recruitment office, the Division of Elections, or any Supervisor of Elections office in the State will be the registration date.

Deadline ... by mail
Applications must be postmarked at least 29 days before an election to vote in that election.

Deadline ... in-person delivery
Applications must be delivered to the Department of Elections no later than 5 p.m., 29 days before an election in order to vote in that election.

Deadline ... registration sites
Applications may be submitted to any public library in Volusia County, any Supervisor of Elections office within the State of Florida, the Florida Division of Elections office, a driver’s license office, a voter registration agency, or an armed forces recruitment office at least 29 days before an election in order to vote in that election.

How to Change Voter Registration Information

The Florida Voter Registration Application may be used to register a new voter, notify the Supervisor of Elections of a change of address, change in party affiliation, change of name, to request a replacement voter information card or update a signature.

  • Change your address
    When a voter moves to another address within Volusia County, they may notify the Supervisor of Elections office by phone, fax, mail, e-mail or in person.  Notification of such move other than by signed, written notice must include the voter’s date of birth. 

    When a voter moves to or from an address outside of Volusia County, but within the state of Florida, the voter must provide notice of such change to the Supervisor of Elections office using a voter registration application signed by the voter.

  • Change your party
    Political party affiliation changes must be done 29 days before an election. If a party change is submitted after the 29th day before an election, the application will be accepted but only for the purpose of subsequent elections. For a listing of minor political party affiliations, click here.

  • Change your name
    When a voter's name has changed, they may notify the Supervisor of Elections office using a voter registration application.

  • Obtain a replacement Voter Information Card
    A voter may receive a replacement voter information card by submitting a signed, written request or by completing a voter registration application.

  • Update your signature
    In the event that a voter's signature has changed, the voter may provide an updated signature to the Supervisor of Elections office by completing a voter registration application.
