Volusia County’s Certificate of Public Convenience and Necessity Process
County Emergency Medical Services Ordinance
In accordance with Florida Statute 401.25(6), Volusia County regulates the provision of emergency medical services provided within the county.
Part of the regulatory process is the issuance of a Certificate of Public Convenience and Necessity (COPCN) by the Volusia County Council.
COPCNs are issued for advanced life support (ALS)
services provided by non-transport, or transport agencies services and
basic life support (BLS) transport services.
