Our mission is to preserve, protect and restore the region's unique environmental natural resources and improve and enhance the enjoyment and health of a growing population;  to achieve a balance between the quality of the environment and economic interests of our citizens.  Quality of life and environmental quality go hand in hand. Our goal is to ensure that development proceeds without compromising our environment. To accomplish this goal each of the various program areas issue permits and conduct routine inspections for compliance with the County adopted minimum standards for environmental protection. Through inter-governmental agency agreements, Environmental Management also represents and assists with enforcement of selected State and Federal regulations.

 Volusia County Environmental Management has convened a Green Ribbon Panel of 15 individuals with a wide variety of backgrounds and expertise. These panelists will examine the current environmental minimum standards for Volusia County Government and make recommendations regarding potential changes.  Follow the link for meeting times, minutes of past meetings, presentations and other information.


Environmental Permitting is responsible for administration and enforcement of the county's tree protection and wetland protection ordinances.  Permitting staff provide on-site inspection and review for a variety of environmental resources including trees, wetlands and wetland buffers, threatened and endangered species, and the review of residential projects within the Class II overlay zone along the Indian River and Mosquito Lagoon for compliance with storm water and natural vegetation requirements.

Natural Resources employees protect and conserve regional ecosystems as well as animal and plant species through habitat conservation, restoration, education and enhancement initiatives.  Whether implementing sea turtle habitat conservation plans on the coast, promoting water conservation, growing native plants for dune restoration, or designing protection plans for manatees and scrub habitat, Natural Resources employees work with the community to develop programs that benefit the public and the ecosystems we share.

Pollution Control's mission is to protect our water resources.  This is accomplished by surface  water quality and quantity monitoring, ensuring the proper disposal of solid waste, waste water, hazardous waste, and educational programs to encourage water conservation.

The Florida Department of Environmental Protection (FDEP) administers the fund and the programs which regulate the storage, use and dispensing of petroleum products. Due to the large number of facilities engaged in these activities, FDEP contracts with county governments to manage the programs at the local level. Volusia County began contracting with FDEP in 1987, and is now managing the Compliance Inspection Program and the Petroleum Cleanup Program.
