MINUTES OF THE
ENVIRONMENTAL AND NATURAL RESOURCES
ADVISORY COMMITTEE
April 14, 2003

CALL TO ORDER/ROLL CALL

Dr. Anne Hallum, Chairwoman, called the Environmental and Natural Resources Advisory Committee to order at 7:00 p.m.  Roll was called and the following members were in attendance:

Attending was a representative from the agricultural community. Also present were members of staff, Montye Beamer, Kelli McGee, Carol Kerrigan and Martha Shaw. 

APPROVAL OF MINUTES

A motion was made and seconded to approve the minutes of April 14, 2003 as written.  Motion carried.

OLD BUSINESS 

Dr. Hallum introduced Carol Kerrigan, Volusia County Code Administrator.  Ms Kerrigan informed the committee that her division dealt with Zoning Compliance complaints but that in 2001 watering complaints and turtle lighting compliance was given to them also.  There are seven inspectors under Ms. Kerrigan that cover the entire county handling these complaints.  She also explained that they depend on the general public to call in any watering violations that they see and then a notice of possible non compliance is sent to that address along with a sheet informing them of the correct days and times that they should be watering.  Ms. Kerrigan also said when her inspectors are out in the field they look for violators and send notices when they return to the office.  If they receive another complaint on that address a second notice is sent explaining the fines involved if they are found to be out of compliance.

The committee suggested sending out an information flier on the dangers and damage that could occur from over watering with say a water or utility bill.  The committee also questioned if the county would have money to create a commercial to run on TV and radio.  Kelli McGee advised the committee that this was part of Tom Carey’s duties to come up with educational programs.

This is the time of year to elect new officers and with that a motion was made and seconded for Dr. Ann Hallum as Chairwoman and Craig Murray as Vice Chair.  Motion carried.

NEW BUSINESS  

Dr. Hallum informed the three new members that the committee has been working on a  Landscape Minimum Standard since last October after Steve Kintner brought it to ENRAC from the County Council.  Dr. Hallum questioned whether Mr. Kintner had finalized the draft and if so could the committee please have copies.  Ms McGee advised the committee that Mr. Kintner was not there due to illness and that he was still working on the minimum standard but the name has been changed to Water Wise Minimum Standard and he would bring it back to the committee for their approval before going to Council.  He also wanted to know if any new members or anyone for that matter had comments they would like incorporated into the draft.  Concern was raised that the time frame to get back to council was drawing near.  Dr. Hallum asked Montye Beamer, Director of Growth and Resource Management what she felt as far as when the report needed to be ready to go to council.  Ms. Beamer said she was not looking for it to go back until late summer.  With that it was decided to meet every month till the draft was complete.  The next meeting will be May 12th.

STAFF LIAISON REPORT

Kelli McGee handed out a St. Johns River Water Management District publication called “Streamlined” which has  an article on Volusia County and water issues.
