Volusia County Intracoastal Island Management Plan

On August 10, 2006 , Volusia County Council approved the county’s proposed scope of work for the development of an Intracoastal Island Management Plan. The comprehensive management plan includes the spoil islands and natural islands found within the Halifax River and Mosquito Lagoon.  Within Volusia County, the Halifax River encompasses a 23.86 mile portion. Mosquito Lagoon encompasses a 21.7 mile portion of the Atlantic Intracoastal Waterway . 

The purpose of the plan is to provide biological data of the islands and to classify best use practices for each island.  An accurate count of the islands located within Volusia County has been taken. These islands will be classified into three management categories:  active recreation, passive recreation, and conservation.

Biological surveys have been conducted for all islands supplemented by visual surveys of the islands and the aid of 2006 aerial photos.  The methods used for the biological survey are compatible with the methods used in the Indian River Lagoon Spoil Island Management Plan to provide consistency.  The management plan provides a list of species found on each island. A focus of the survey was to locate and identify Brazilian Pepper populations (Schinus terebinthifolius) so that a proper removal plan can be developed.

Volusia County Environmental Management’s Island Management Plan provides local municipalities and organizations a mechanism to apply for grant funding/assistance for restoration and development of the surveyed and identified islands.
