This
portion of the program is responsible for enforcing County ordinances
and State rules governing the treatment and disposal of domestic
wastewater. If not properly treated and stabilized, domestic
wastewater can pose a serious health hazard, create a nuisance
situation and degrade both the County's natural resources and the
residents' quality of life.
Domestic
wastewater treatment plants (WWTPs) located in Volusia County range in
size from small package plants servicing a single location, such as a
condominium or mobile home park, to municipal facilities treating
millions of gallons of wastewater a day. Routine inspections of the
WWTPs are performed to insure compliance with the operating permits
issued by the Florida
Department of Environmental Protection (FDEP)
and the State laws governing their operation. Inspections are also
conducted in response to citizen complaints. Following an inspection,
the owners and operators of the facility are notified in writing of
the results of the inspection. Generally, owners are cooperative in
correcting deficiencies and bringing their facilities back into
compliance without formal enforcement.
