The application process starts
when potential applicants attend one of the mandatory workshops and
continues through the submission of the application to the actual awarding
of the grants by the County Council. Below is a brief step-by-step
description of the application process. Refer to the
grant year calendar for specific
dates.
Step One:
Attend the Applicant Workshop - All organizations planning to submit a grant
application for the current grant year must attend one of the scheduled
workshops during which the application process is explained and the guides and
application form are reviewed.
Step Two:
Using the appropriate ECHO Grants-In-Aid Guide (either Not-For-Profit or
Governmental Agency) complete the application. For projects requesting $500,000
or less, use the General Application form. For projects greater than $500,000
but no more $600,000, use the Exceptional Application form. The guides and
applications may be printed off of this website.
Step Three:
Submit the application for a Technical Completeness Review prior to final
submission deadline.
Step Four:
Submit your original application and 12 copies by the submission deadline.
Step Five:
The ECHO Program Coordinator reviews all applications for completeness.
Applicants submitting incomplete applications will be notified. Complete
applications will be submitted to the ECHO Advisory Committee for review.
Eligible applicants will be notified of their eligibility.
Step Six:
Meeting as the “Grant Review Panel”, the ECHO Advisory Committee scores all
eligible applicants. An application must achieve minimum scores from the
Competitive Criteria (Tabs 2, 3, 4 and 5) before it can be considered for
funding. Those applications making a score of 70 or better are eligible for
grant awards. Funds will be recommended for each application having received a
score of 70 or better until available funds are exhausted.
Step Seven:
Organizations with projects recommended for approval to the County Council are
notified and must submit a signed
Grant Agreement and
Restrictive Covenant
with the legal description of the land on which the project will be built prior
to the submission to the Council.
Step Eight: The ECHO Advisory Committee makes its’ recommendations to the
County Council at a regularly scheduled meeting of the Council.
