The Volusia County
Redistricting Committee met at 5:30 p.m. on May 24, 2001 in the County
Council Chambers at the Thomas C. Kelly Administration Center, 123 West
Indiana Avenue, DeLand, Volusia County, Florida. The purpose of the
meeting was to discuss redistricting in accordance with Volusia County’s
Home Rule Charter and the 2000 Census.

County Council Member; Cynthia Slater, NAACP; Ann H. Smith, League of

Mark Conway, GIS; Barbara Griffiths, GIS Project Leader; Betty Holness,
Assistant to the County Manager; Diane Marinaro Tyler, Administrative Aide
for the County Manager’s Office; Elaine Whitehead, Information
Technology Director

Mr. Outterson said that
re-districting is much easier this time than it was last time and that
after reviewing the maps he does not have any questions. He said that he
prefers Sample 1 because it keeps DeBary and Deltona together and they
identify well together. He said that the disadvantage of Sample 1 is the
splitting of Port Orange. Mr. Outterson said that re-districting could be
done by political identification or by population but he believes
political re-districting is the better choice and Sample 1 best serves
this purpose.
Mr. Roy Schleicher said
that staff did an excellent job with the computer mapping. He said that
adoption of goals was the most significant action taken by the
Redistricting Committee and that he hopes the Committee will stay close to
those goals. He said that he prefers Sample 1 but that Samples 1, 2 and 3
are all good choices.
Staff and Committee members
