Redistricting occurs every 10 years because of population shifts identified by the U.S. Census. The Volusia Home Charter requires that following each Census the County Council realign itself into five districts.

The Volusia County Redistricting Committee met on July 11, 2001 to discuss the fourteen redistricting maps that have evolved out of this process and recommended Map Sample 7B to the County Council.

Pursuant to public input and council discussion, The County Council voted to approve Sample 1B at the August 2, 2001 meeting.

Analysis for the redistricting is prepared using Volusia County's Geographic Information System.
