In
2009 Congress passed the
American Recovery and
Reinvestment Act (ARRA) to
invest in a variety of projects
intended to stimulate the
nations' economy. A portion of
the ARRA funds were delegated to
the United States Department of
Energy (US DoE) to create the
Energy Efficiency and
Conservation Block Grant (EECBG)
Program.
Funding for the EECBG program is
divided into phases, a direct
formula block grant program and
a competitive grant program. DoE
distributed $2.7 billion to
states, territories, local
governments, and Indian tribes,
based on population. The DoE's
priorities for funding include:
energy conservation, renewable
energy generation, Greenhouse
Gas (GHG) emissions reduction,
cost savings for reinvestment,
and creation and/or retention of
jobs. In October 2009, Volusia
County received more than $2.4
million for energy
sustainability and job creation
under this program. Our program
is entitled "Sustainable
Volusia" and strives to invest
in multiple eligible energy
efficiency activities that will
result in substantial reductions
in energy usage and costs while
providing long-term sustainable
benefits to the community as a
whole. Our
