Comprehensive Plan: Evaluation and Appraisal Report (EAR)
(Revised April 2007)
The State Growth Management Act requires
that local governments periodically review and update their adopted
Comprehensive Plans according to a schedule established by State
statute. The Evaluation and Appraisal Report (EAR) evaluates how
successful the County has been in addressing major community issues
through its comprehensive plan. The update began with an extensive
public input and scoping process to identify major community issues that
were addressed with the preparation of the EAR by County staff. The
County’s EAR was adopted by the County Council on August 17, 2006 and
found to be sufficient by the Florida Department of Community Affairs on
October 30, 2006.
The EAR suggests how the comprehensive
plan should be revised to better address the community issues identified
in the EAR. The next step in the EAR process has begun with preparation
by staff of the EAR based plan amendments.
