Land Development serves as the administrator of the
Volusia
County Land Development Code, Ordinance 88-3, as amended, and as
such, provides the vital function of central coordination of all review
processes mandated by this Ordinance. This Office is responsible for
coordinating all technical reviews for commercial site, subdivision,
stormwater management, tree removal, flood hazard, wetland alteration,
subdivision exemption, and right-of-way use permit applications, as well
as other applications involving development review, under the Volusia
County Land Development Code.
The Land Development Office reviews and distributes
all requests for development orders for commercial site developments and
subdivision developments pursuant to the Land Development Code and the
Zoning
Ordinance. This includes the review and acceptance of all requests
for commercial building permits as well as single family residential
permits which require Land Development exemption consideration. This
Office also supports the Development
Review Committee, the Volusia County Council, the Daytona Beach International Airport Review Committee,
and various other County, State, and Federal agencies.
This Office reviews and issues development orders
pursuant to County, State, and Federal regulations for the
unincorporated areas of Volusia County. It
also provides information to developers, engineers, architects,
attorneys, title companies, realtors, private property owners, and the
general public regarding property status, developability, and current
regulations. The Land Development Office maintains its project records
for the life of all projects per state record retention requirements.
Land Development is responsible for the coordination
of the Development
Review Committee meetings, Technical
Review Staff meetings, related agenda items for the County Council, and various other development related
meetings and conferences.
This Office provides assistance to numerous County
agencies including, but not limited to, the Property
Appraiser’s Office, Traffic Engineering, Construction Engineering,
Survey, Utilities, Solid Waste, Fire Services, Beach Services, Daytona
Beach International Airport, and Environmental Services (specifically,
forestry and wetlands), as well as five separate
Environmental Health sections of the State Health Department and the
municipalities within the boundaries of Volusia County.
The search for more efficient and effective ways to
process reviews continues to be this Office’s top goal. As a
reflection of this goal, we are continuing to pursue an
on-line review system (one-stop permitting) for commercial sites and
subdivisions. The ultimate goal of the Land Development Office is to
create a dynamic framework for the development review process that is
both conducive to the exchange of ideas and responsive to customer
needs.
