Osteen JPA

Starting in February 2006, the elected officials for the City of Deltona and Volusia County initiated the Osteen Joint Planning Area (JPA) process. The Osteen JPA process is a joint effort by the elected officials to proactively plan for growth anticipated within the Osteen area.

Upcoming Meeting – County Council meeting to review staff recommendations for the Osteen JPA, Thursday, February 7, 2007

As directed by the elected officials at the August 30, 2007, meeting (see below), City of Deltona and County staff have worked collaboratively over the past several months to: 1) revise the Osteen JPA land use map; 2) update the land use descriptions and design guidelines/standards for each of the categories shown on the updated land use map; and 3) develop recommendations for the next steps. Osteen JPA meeting with elected officials held Thursday, August 30, 2007

At this meeting, a facilitator assisted the elected officials with coming to consensus on a land use plan for the Osteen JPA. Following a breakout session, the following points of consensus were identified by City and County elected officials:

  1. Make clustering economically feasible with slightly higher density if needed east of the mixed use into the uplands area;
  2. Reduce and realign commercial to center on Doyle/415;
  3. Reduce/eliminate commercial on Maytown Road;
  4. Retain rural heritage area;
  5. Reducing the impact of commercial around the lake/wetlands;
  6. Retain the original size of the Tech Center (Flex/office) area;
  7. The land uses within the Osteen JPA to reflect the Map A overlay area; and
  8. No strip commercial.

The elected officials directed the staff of the City of the City of Deltona and the County to update the land use plan and put together recommendations for the next steps in the planning process.

Osteen JPA meeting held Wednesday, August 22, 2007

Purpose of meeting was to share the proposed land use maps for the Osteen Joint Planning Area with citizens of the Osteen area. The planning consultant Land Design Innovations, Inc., survey consultant Stetson University, and the staff of the City of Deltona and County were available to answer questions about the maps and the results of the survey sent to the citizens.
