Starting in February 2006, the elected
officials for the City of Deltona and Volusia County initiated what is
termed the Osteen Joint Planning Area (JPA) process. The Osteen JPA
process is a joint effort by the elected officials to proactively plan
for growth anticipated within the Osteen area. From February 2006 until
August 2007, the elected officials conducted joint meetings that led to
consensus on a land use plan for the Osteen JPA. The Staff of the City
and County were then directed by the elected officials to finalize the
land use plan and create a table of associated land use descriptions,
intensities/densities/height limits, and conceptual design criteria.
At separate meetings in February 2008,
the County Council and Deltona City Commission reviewed and approved a
revised Osteen JPA land use map and
land use table. Both local
governments directed staff to draft a joint planning agreement that
would incorporate the map and table and require a joint comprehensive
plan amendment and rezoning of the properties within the Osteen JPA.
The
joint planning agreement was approved by Deltona’s
City Commission on November 17, 2008 and the County Council at its
meeting on December 4, 2008. Pursuant to the joint planning agreement,
the respective Comprehensive Plan amendments were transmitted to the
Department of Community Affairs (DCA) and Volusia Growth Management
Commission (VGMC) at a joint
transmittal hearing on April 21, 2009. The land development regulations
are to be adopted within 12 months of the Comprehensive Plan amendments
being found in compliance by DCA. The joint planning agreement also
addresses future annexations and amendments to the local plan after it
is adopted.
