Neighborhood Stabilization Program

The federally funded Neighborhood Stabilization Program (NSP) provides funds to Volusia County to acquire and redevelop abandoned and foreclosed properties that might otherwise become sources of abandonment and blight within targeted neighborhoods. Volusia County has received NSP1 funds authorized through the Housing and Economic Recovery Act (HERA) and NSB3 funds through the Dodd-Frank Wall Street Reform and Consumer Protection action of 2010. Volusia County's NSP program is administered through the Community Assistance Division, as approved by the U.S. Department of Housing and Urban Development.

Because of NSP grant limitations, Volusia County's NSP funds cannot be used in Daytona Beach, Deltona and Port Orange. At least 25 percent of the funds must be used to benefit individuals with incomes at or below 50 percent of the area median income.

Uses of NSP funds

NSP Home Purchase program: Volusia County is using NSP funds to acquire foreclosed and abandoned homes in targeted neighborhoods. These homes are rehabilitated by the county using approved contractors. After the rehabilitation is completed, the homes are listed for sale to approved first-time homebuyers who are income eligible and meet other program guidelines. The program provides a loan for purchase assistance and closing cost assistance to help make the purchase more affordable.

Reporting progress

The Community Assistance Division is required to post its quarterly reports on its website so the public will be able to follow its progress.
