Rental Policies

DeBary Hall Historic Site is owned by the State of Florida and leased to Volusia County's Parks, Recreation and Culture Division. The house and grounds are a historic site open to the public during specific hours of operation. The stable and pavilion are available for private rental for social functions and meetings on a limited basis.

  • A deposit of $150 is required to reserve the date for a function. The balance is due, in full, 30 days prior to the scheduled event. The indemnity provision must be signed and accompany this deposit.
     
  • In addition to the hall usage fee, an $800 security deposit is required and is refunded in whole or part 10 working days following the event (provided damages or extra hours have not been incurred). To receive a full refund of deposit, notice of cancellation must be received by Volusia County Parks, Recreation and Culture in writing 90 days prior to the date scheduled and reserved. Cancellation notice received in writing 30 to 89 days prior to the event will receive a refund of deposit less 20% retained by Volusia County for handling. A cancellation made less than 30 days prior to event shall forfeit deposit amount in total.
  • Time of rental includes set-up time. The maximum capacity is 100 persons and is for the rental facility only. If you are planning a wedding in front of the mansion, the rehearsal is included in the package price.

  • Guided tours are available upon request for an additional fee during operating hours.
     
  • Waiver of Fees can be granted only by Volusia County Parks, Recreation and Culture (the applicant must request waiver application form and policies and procedures form).
  • Self-catered events will not be allowed. Caterers, and any other business associated with the event must be licensed and insured.

  • The property and lights are “as is.” If you want to decorate or add more lights, it is your responsibility to do so with staff approval and to remove them immediately following the event. If not removed, a portion of the security deposit will be deducted. The staff person is not permitted to add more lights or decorate. Absolutely nothing may be attached to any interior or exterior walls.

  • Equipment is to be delivered and set up only at the approved time and must be accepted by the applicant. DeBary Hall/Volusia County Parks, Recreation and Culture will not be responsible for deliveries, pick-ups or storage.
     
  • The applicant is responsible for all actions and adherence to these rules by subcontractors, such as caterers, florists, musicians, etc.
     
  • Smoking is not permitted in the hall or on the porches.
     
  • In the event of a cancellation by DeBary Hall/Volusia County Parks, Recreation and Culture for good and sufficient reason, a full refund will be made.
     
  • No rule stated herein shall be construed to contravene any part of the City Code or the Zoning Code of the City of DeBary. In accordance with the noise ordinance of DeBary Code, Sec. 30-136(c), the ordinance begins at 10 p.m. The applicant must obtain a special permit if the entertainment will be continuing after 10 p.m. as defined in DeBary Code, Sec. 30-138 (e)(1)(2).
  • Extra Hour Fees: $100 per hour past the contracted time, with the first $100 beginning 15 minutes past scheduled time.

  • Entertainers must bring tarp or carpets to protect floors. They are responsible for bringing extension cords.

  • Alcohol requires a permit from the County of Volusia for $125, and the applicant must hire a security officer through the Volusia County Sheriff Department.

  • No flower petals, rice, confetti, etc., are permitted to be used during weddings or receptions.

Insurance/Additional Insured

Consistent with the Vendor/Coordinator’s indemnification obligations, the Vendor/Coordinator agrees to obtain and maintain, at its own expense, those minimum insurance policies and coverages as set forth below and further agrees to include the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida, DeBary Hall, and the County as additional insureds on all liability policies required (excluding professional liability insurance policies a/k/a errors and omissions). All insurance provided shall be primary and non-contributory with any valid and collectible insurance available to the county. The Vendor/Coordinator shall carry the following types and amounts of insurance with limits no less than those shown below and in the form and from companies satisfactory to the county.

  • $1 million each occurrence
  • $2 million aggregate

*The Vendor/Coordinator must add the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida, DeBary Hall, and the county as an additional insured to the policy. The policy shall also include a waiver of subrogation in favor of the County.
