Beach and Dune Permit

About the Beach and Dune Ordinance

Volusia County beaches are approximately 36 miles long.  Both commercial and single family residential (SFR) properties are located along the coast.  Any projects on or immediately adjacent to the beach or touch the sand, may require a County Beach and Dune Permit in addition to all state and local municipal permits. 

Projects covered by the Beach and Dune Permit include, but are not limited to, beach walkovers and access structures, seawalls and other armoring efforts, vehicular access for miscellaneous projects and dune restoration efforts.  If you need help determining if your project needs a permit, please contact environmental staff prior to submitting an application. 

PLEASE NOTE: Due to the 2022 hurricane impacts to our coastline, emergency coastal construction activities and vehicular access into the Conservation Zone and Natural Beach Management Areas will be limited to occur during the 2024 sea turtle nesting season, (May-Oct), with proper coordination with the Florida Fish and Wildlife Conservation Commission (FWC), environmental staff and sea turtle monitoring groups.

Exempt activities include:

  • Sand fence installation outside of nesting season (Nov-April), if permitted by the Florida Department of Environmental Protection (FDEP)
  • Above grade temporary structures for special events, if permitted FDEP
  • Native dune planting projects and routine vegetation trimming, if permitted by FDEP
  • Removal of invasive or non-native vegetation above beach grade.  Below grade work may require a FDEP permit
  • Wind-blown sand removal, if approved by FDEP. (minor sand removal is also exempt from FDEP permit)
