Single family residence

Unincorporated Volusia County
Single family residences are permitted one structure with one or two boat slips. A building permit is required for the structure and must be obtained prior to beginning of construction (link to permit center web page). As part of the building permit review process, Environmental Management (EM) will visit the site and determine whether the manatee mitigation fee applies. If this is a new structure, a mitigation fee will be required.  Upon payment of the fee to Volusia County, EM will issue a Letter of Compliance. Only upon receipt of both the building permit and the Letter of Compliance may work commence.   

Incorporated/cities
Single family residences are permitted one structure with one or two boat slips. A building permit is required from the appropriate city for the structure and must be obtained prior to beginning of construction. In addition, the applicant must submit the following to Volusia County Environmental Management:   

1.  Volusia County Manatee Mitigation Fee Checklist [PDF]
2.  A site plan of the dock with slips and/or moorings
3.  A check made out to the County of Volusia or payment made on ConnectLive (if the structure is not exempt)
