Developing a Smart Growth partnership In the next two years, working through the Volusia Council of Governments (VCOG), the County, the Volusia County School Board and all the Cities will complete the mapping and ordinances necessary to implement the Countywide Smart Growth Plan. VCOG is convening a panel of planners from across the county to help complete the maps and draft the necessary ordinances to implement the plan.
