The meeting of the West Volusia Community Traffic Safety Team meeting was called to order
at 8:43 am by Chairman John Izzo.
Chairman John Izzo asked for the members to review the minutes to see if there were any questions and/or corrections that needed to be made. One change was made to correct the spelling of Oxnard, California. A motion was made and seconded to approve the meeting minutes of December 12, 2000. The motion passed unanimously.
At this point Chairman John Izzo moved the discussion to the Problems and Solutions report.
There were two new problems to discuss.
Jon Cheney discussed the need for street lighting at the interchange of I-4 and SR 472.
NEW BUSINESS:
Barry Wall discussed the District "5" CTST Advisory newsletter. The Stop Red Light Running campaign 2001 will be January 7-13, 2001. P.I.E. grant funds have been encumbered which allows for $3,000 to each of the CTST's. The money can be spent on promotional items and/or team shirts. The National Lifesavers Conference will be March 25-27, 2001 in Denver, Colorado. The next Buckle Up Enforcement Wave is scheduled for February 10-18, 2001.The Buckle Up law enforcement activity report was discussed. The report includes both pre and post usage rates. The IPTM Workshop will be January 23, 2001. The SMS meeting will be held in Tallahassee January 26, 2001.
There are new crash report forms that have been completely revised and includes a cell phone usage section.
Vehicle VIN number etchings are being done in conjunction with child seat program. Also included is child finger printing and animal control.
Bike Week (3/2 to 3/11/01)and Biketoberfest needs to be added to the 2001 Calendar of Events.
50 tickets have been issued so far (2 days) in the Red Light Running Campaign.
The $3,000 grant was discussed.
The DMV needs two more seat belt checkpoint signs to place at the road and the checkpoint site. (Contact Joe Cohen.)
The CTST brochures were discussed. A request was made to replace the generic pictures with those of actual CTST members.
Barry Wall said that Buckle Up Florida has been taken over by ITPM but there are no funds for promotional items.
Garry Lester discussed SR 44 and Alabama. The mast arm was built by Volusia County. The ran's Memorial Parkway and Rhode Island signal is to be installed this summer.
A meeting will be held this afternoon to discuss access issues at the proposed Super Walmart site north of DeLand.
Jon Cheney discussed study requests and how they are handled. Pine Ridge High school internal circulation study request and Hill Ave./Crescent Parkway were discussed.
Deputy Towne discussed problems at Galaxy and Timbercrest Middle schools. Parent drop off and pickup problems. Unsafe situation for the crossing guards. Kids entering/exiting autos on the road. More students and buses all create an unsafe situation.
ROUND TABLE DISCUSSION:
Barry Wall mentioned it would be good to invite the DeLand Police Chief and new Sheriff to the WVCTST meeting. Malcolm Smith will contact them.
Garry Lester mentioned the I-4 and SR 472 interchange improvement will be delayed another 50 days due to structural deficiencies.
The Orange Ave. bridge has been temporarily closed due to a lighting strike.
Ken Harley stated Florida Safe, Inc. Coalition meeting presented quite graphic photos of crash scenes to high school students. The program has been very effective. Their web site is www.safeprogram.com.
Deputy Towne stated Florida is very lax in issuing learners permits and driver's education classes are not effective since there are so many students and not enough time behind the wheel.
It was mentioned that a letter to the City of Deltona be sent stating we miss them at the CTST meetings.
With no other discussion, the meeting of the West Volusia Community Traffic Safety Team meeting was adjourned at 9:53 am by Chairman Izzo.
