Volusia County Traffic Engineering
Services' focus is to provide safe, efficient
travel on roads throughout Volusia County. The staff consists of several groups working
together to maintain its common objectives.
The Crash Records section is responsible for maintaining the database which is the basis for
trend monitoring and decision making by the Traffic Engineer. All motor vehicle crashes
occuring in Volusia County are located by "Node Numbers" and entered in the
computer. Detailed reports are produced and distributed to user-agencies in the County.
Analysis of these reports highlights crash trends and the locations at which they are
occurring.
The Traffic Signal System and
Design staff designs traffic signals and
signal systems. This includes the operation of approximately 300 signals and 25 signal
systems. The System and Design staff monitors crash and traffic data to determine the need
for improved signal timings and operations. The staff also contracts and supervises the
construction, installation and improvements of all traffic signals and signal systems on
County roads and coordinates signal and system installation and operation on state roads
with the Florida Department of Transportation (FDOT).
The Traffic Signal Shop staff performs routine maintenance and emergency repairs to all traffic
signals, signal systems, school flashers and curve warning lights. They perform
semi-annual inventories of all traffic signal equipment and signal timings. They also
repair the complex electronic circuits of the microprocessor controllers. The staff is
dispatched by the police and sheriff after regular business hours and is on call 24 hours
a day, seven days a week.
Traffic Technicians perform speed studies, turning movement studies and collect traffic
count data on more than 800 count stations county-wide. These technicians write the work
orders to answer complaints and requests from the public regarding the need for traffic
control signs and markings.
The Traffic Sign Shop staff designs and assembles the signs used by Traffic Engineering, Beach
Services, the Sheriff's Office, Solid Waste Services and other agencies within County
government. The Sign Shop field staff repairs damaged signs, sets up Detour and
Construction Zone signs and monitors the age of existing signs for replacement scheduling.
The road striping crew at the Sign Shop installs raised pavement markers, crosswalks, edge
lines, center lines, safety islands, stop bars and turn lanes.
The Traffic Planning staff examines plans for new development, additions to existing
developments, performs concurrency evaluations for proposed developments and makes
recommendations to the Zoning Director regarding rezonings and Special Exceptions.
The Traffic Administrative staff coordinates special service street lighting districts with County
Council, local power companies and the citizens requesting these districts, prepares the
Service Group's budget, coordinates with vendors regarding the purchase of supplies and
equipment, attends bid conferences, coordinates with utility companies regarding power
supply to traffic signals and school zone flashers, meets with school transportation
personnel and School Crossing Guards regarding pedestrian facilities needed for schools.
