Thank you everybody for being flexible and coming in on this important issue. I really appreciate it. >> Yes, sir. We had a lot of questions on why the special meeting. The data is new. At your last meeting our team engaged with Shinberg the last six months and developed a strong relationship and they felt we were not going to have a surplus like last year but then the data changed so that is why the special meeting. Many of our stakeholders asked me that question so I think it is important to get out there. You know, this doesn't mean that the Council has not been focused on affordable housing. What it means is quite the opposite is that we are focusing on the biggest need in our community which is the 80 percent AMI envelope. What this report tells us, and it was our asking, we have always felt like we had a surplus in the 80 to 120 percent. That is why we asked Shinberg to separate us from Flagler County this year. What the data indicates from Shinberg as we have 1912 surplus of units in that 80 to 120 percent AMI. These are market rate apartments. They are not, when we look at the data. I am here, there is a PowerPoint. You have my memo that was part of the agenda items. Here to answer any questions the Council may have. >> Jeff Brower, Chair: Thank you. Councilman Robbins? >> Danny Robbins: If there are no questions I would like to make a motion to exempt Volusia County from requirement to exempt property taxes for certain affordable housing. Any discussion? There being none, probably everybody up here has asked questions. I know I asked mine of staff and got very clear answers that this would not hurt our affordable housing program.
