Human Services

Mission: To enhance the quality of life in  Volusia County by eliminating the causes of poverty by providing the resources and support to help low-income families become self-sufficient through community partnerships.

Overview:  Human Services provides temporary emergency assistance and supportive services to eligible residents of Volusia County. The Family Self-Sufficiency Program will provide eligible individuals with educational and training opportunities to empower them to become economically self-sufficient. 

Volusia County Human Services has implemented the following recent program changes in accordance with funding availability:

  • IMPORTANT NOTICE - VOLUSIA COUNTY EHEAP FUNDING UPDATE: 3-14-2024:

Due to a temporary pause in grant funding, Volusia County will temporarily close the EHEAP assistance opportunity until further notice. No additional appointments will be scheduled for EHEAP at this time. Please stay tuned to this website for updates on the availability of EHEAP assistance.

  • LIHEAP UPDATE 2-7-2024:

Due to extremely limited federal LIHEAP grant funding, the Volusia County LIHEAP HOME energy credit program is currently closed as of February 9, 2024. No funding benefits will be awarded for the LIHEAP HOME energy credit program until further notice. Additionally, LIHEAP Crisis funding is very limited. Be advised, we will be awarding a greatly reduced number of LIHEAP Crisis benefits on a first come first serve basis weekly. LIHEAP Crisis requires a past-due bill. See eligibility and application details below. Please stay tuned to this webpage for frequent updates on the availability of LIHEAP assistance.

  • Effective January 8, 2024, the maximum LIHEAP Crisis per benefit cap will be $600.

  • Effective December 4, 2023, only applicants in imminent danger of disconnection with a past due bill or service disconnection and have not received LIHEAP Crisis services within the past 6 months will be eligible to apply for LIHEAP Crisis.

Assistance is based on the availability of grant funding and is not guaranteed. 

Human Services accepts online applications for electric bill assistance at 9 a.m. on Mondays. Apply online here for LIHEAP electricity assistance beginning at that time. Online LIHEAP electricity assistance applications will be open until maximum capacity is reached.  

For rent, mortgage, EHEAP, or water assistance, a phone appointment must be made by calling 386-239-7757. The appointment line opens at 8 a.m. every Monday, and appointments will be made until maximum capacity is reached. Electricity assistance may also be requested at this time via the phone appointment line.

For dental or prescription assistance, residents may apply in person at any office or schedule an appointment by calling 386-239-7757.

Our human services programs include emergency services, family self-sufficiency program, indigent burial/cremation, Low-Income Home Energy Assistance Program (LIHEAP), and the summer food service program.

Surveys

We invite you to take a few minutes to provide us feedback on the quality of service you received and assist us in identifying needed services in our community. Each survey should take no more than five minutes and is 100 percent anonymous and confidential.
