Healthcare Facilities CEMP Review Process

Information on Submitting CEMP

All CEMP must be uploaded with all addenda and appendixes, including the fire plan and approval letter from the fire marshal, through the portal at the top of this page. Be sure to indicate the appropriate submission type (Initial, Resubmission, or EPP), as well as uploading the correct documents to their respective sections.  

State Criteria

The Agency for Health Care Administraiton has adopted a minimum criteria for CEMP's which is located here: AHCA CEMP Criteria.

Emergency Power Plan

On March 26, 2018 Governor Scott signed into effect Rules 58A-5.036 and 59A-4.1265. Pursuant to the Rules, all assisted living facilities and nursing homes must obtain ample resources, including a generator/alternate power source and the appropriate amount of fuel to sustain operations and maintain safe temperatures for at least 96 hours following a power outage. Both Nursing Homes and Assisted Living Facilities are required to submit their proof of compliance with the rules to the Local Emergency Management Agency for review and approval.

The Agency for Health Care (AHCA) posted an Emergency Power Plan sample format "crosswalk" to their website as a tool for Nursing Homes and Assisted Living Facilities' development of Emergency Power Plans to meet the AHCA and Department of Elder Affairs' Emergency Power rule requirements.
