Employee benefits

Volusia County offers a very competitive and comprehensive benefits package for its employees. The focal point is wellness and prevention that is apparent in the wellness program available and the wellness incentive for which employees can qualify. The County’s self-funded health plan provides employees and spouses with a free annual preventive physical up to $200 at a network provider. Women receive their annual well woman check up at no cost at a network provider. These are provided to encourage employees to monitor their health and detect early diagnosis for any medical problem. The provider network is the most extensive in the area. The Plan is a three-tier benefit plan offering employees some level of benefit whether the employee chooses a network provider, an extended network provider or chooses to go totally out of network.

Employees who do not use any tobacco products for the past 12 months can qualify for a wellness incentive of $100 flex dollars. Other qualifiers in addition to the non-tobacco use are passing two of the four wellness criteria - blood pressure, cholesterol, triglycerides and body mass index - for $200 flex dollars and all four for $300 flex dollars. The qualifying period is during the annual open enrollment and the wellness incentive is applied toward dependent coverage for the health plan, other coverages the employee selects (cancer, vision, extra life insurance), or added to a flexible spending account. These premiums are deducted pre tax as provided under the Section 125 of the tax code.

There are three wellness centers located one in Daytona Beach, Daytona Beach International Airport, and one in DeLand for employees to have 24/7 access to work out on aerobic equipment, free weights or machines. A full time wellness coordinator is available for personal training and counseling. The wellness coordinator also provides wellness programs during the year throughout the county.

Volusia County is a member of the Florida Retirement System which is 100% employer contributory. Employees are vested after 6 years and their credit can be transferred to other FRS employers such as school districts, county governments and State of Florida. There are two plans available for employees to select - an investment plan or the defined benefit plan.

Employees receive paid personal leave where both the sick and annual leave are combined into one paid leave. The County provides group term life insurance and long term disability for employees at no cost; and affordable dependent health coverage.
