Indigent Cremation

The Volusia County Community Assistance division provides cremations for homeless and low income citizens who cannot afford for the final disposition of their relative. If you have a family member who has recently passed and cannot afford cremation you may qualify to have your loved one cremated at no cost. The cremation of your relative will occur at the funeral home listed at the bottom of this page. Additionally, the Indigent Cremation program does not provide for a funeral, memorial viewing, visitation, or any other services.

Qualifications for the program include:

  • The person must have died in Volusia County.
  • The deceased person must not have any form of life insurance.
  • The deceased person's household income must not exceed 125% of the federal poverty guidelines.  These are listed in the chart below:

Documentation requirements:

  • Social security card or other document verifying deceased person's social security number.
  • Photo ID of the deceased person.
  • Proof of all of the deceased's household income from the previous 30 days of death which include but not limited to wages/salary, social security, disability, and pension/retirement.

Process:

  • Contact a staff member to have a pre-assessment conducted to determine if you may qualify for assistance.
  • If it's determined you may qualify for assistance the staff member will go over the documentation requirements and schedule an appointment to review and sign paperwork.
  • Staff must authorize the retrieval of the body.
  • If you wish to collect the ashes upon completion you will need to sign paperwork with the assigned funeral home.

Community Assistance utilizes four funeral homes on a monthly rotation for indigent services based upon the date the person died. The funeral home on current rotation for this month may be found at the bottom of this page. A request for burial must be made directly to Community Assistance staff who will assess if a qualification is met with supporting documentation.

If you are emergency personnel, law enforcement personnel, hospice, or hospital who is in possession of a deceased body with no information of next of kin, please contact the funeral home on current rotation. Inform them of the situation, there is no next of kin, and they'll need to be referred to the Indigent Cremation program.
