The Volusia County Permit Guide is now available at permitguide.volusia.org. Whether you’re a first-time applicant or an experienced developer, this tool helps you find the right information, reduce delays, and move your project forward with confidence.
Window and Door Permits on Threshold Buildings:
Starting May 1, 2026, permit applications submitted to Volusia County replacing windows or doors in certain large or tall buildings — called Threshold Buildings — will require special inspections and additional paperwork before a permit can be issued. A Threshold Building is any building that is taller than 3 stories or 50 feet, OR has a large assembly area (such as an auditorium or event space) that is bigger than 5,000 sq ft and holds more than 500 people.
What Contractors Need to Do
- Submit a Structural Inspection Plan with your permit application. This plan must be prepared by the Threshold Inspection Agency and must include the inspector's qualifications. The Building Official must approve both before the permit will be issued.
- Ensure all inspection reports are filed. The Threshold Inspector is required to submit all inspection reports to the Chief Building Official after each inspection.
Effective May 1, 2026, permit applications for window and door replacements in Threshold Buildings will not be accepted without a Structural Inspection Plan and proof of a qualified Threshold Inspector.
Building and Code Administration Division
The Building and Code Administration Division is composed of four major activities: Code Compliance, Permit Center, Building Code Administration, and Contractor Licensing.
The Code Compliance activity investigates complaints of potential county ordinance violations and performs code-related inspections.

Building Code Administration
The Building Code Administration activity reviews building plans for compliance to county, state, and federal codes, inspects construction for consistency with the approved plans, and provides flood zone information. For individual property inquiries within the unincorporated county, email your request to CountyFloodZoneInquiries@volusia.org.
Contractor Licensing
The Contractor Licensing activity administers a county-wide database of contractors, issues competency cards and listings, and investigates complaints of unlicensed activity.
