TEMPORARY TRANSITION TO ONLINE PUBLIC PARTICIPATION COMMENT FORM:

During this time of extraordinary circumstances dealing with the Declared Emergency associated with COVID-19, the County is temporarily transitioning to online public participation comments for Council meetings consistent with the goals of the Governor’s Executive Order 20-91, Essential Services and Activities during the COVID-19 Emergency.

In lieu of in-person public participation, the County is providing an online public participation form prior to each County Council meeting for submission to the Council by members of the public that still desire to make comments. 

Below is a link to the online public participation form.  Please follow the directions on the form to ensure submission. All public comment submissions completed within the timeline outlined below will be provided to County Council members for their review and consideration prior to the meeting and will be included in the official meeting records held by the Deputy Clerk, County of Volusia.

THE PUBLIC COMMENT FORM WILL BE OPEN UNTIL THE END OF THE COUNTY COUNCIL MEETING.  COMMENTS SUBMITTED PRIOR TO 5 P.M. ON MONDAY, WILL BE PROVIDED TO THE COUNCIL BEFORE THE MEETING.  ANY COMMENTS SUBMITTED AFTER 5 P.M. MONDAY, BUT BEFORE THE CONCLUSION OF COUNCIL'S MEETING, WILL BE PROVIDED TO COUNCIL AT THE END OF THE MEETING.

Proclamations

A proclamation is an official document issued by the Volusia County Council to commemorate a specific time period (day, week or month) to raise awareness about an issue; celebrate milestones or community events; recognize heroic acts; or honor Volusia County individuals or groups who have made outstanding contributions to Volusia County.


Parking

There are several free parking lots in the downtown DeLand area near the Thomas C. Kelly Administration Center. Parking in some lots is limited to a certain number of hours, and cars left in these lots longer than the time limit may be ticketed. These time limits are posted in each lot.

Parking lots near the Thomas C. Kelly Administration Center include:

  • Rich Avenue across the street and north of the Thomas C. Kelly Administration Center
  • The Historic Courthouse parking lot at Indiana Avenue and Florida Avenue
  • The county-owned lot on the northeast corner of Church Street and North Florida Avenue (just west of the Rich Avenue lot)
  • The county parking lot on West Rich Avenue just west of its intersection with Florida Avenue (on the north side of the Athens Theater)
  • The parking lot on East Rich Avenue across from Tom’s Pizza between Thomas C. Kelly Administration Center and the Volusia County Courthouse on Alabama Avenue
