Purchasing and Contracts
The mission of Purchasing and Contracts is to provide for fair and equitable treatment of all persons involved in public purchasing by the county, to maximize the purchasing value of public funds in procurement, and to provide safeguards for maintaining a procurement system of quality and integrity.
Effective March 1, 2021, Volusia County has transitioned to a new e-Bid/RFx software powered by Negometrix, a completely free service for all respondents. Open solicitations and public notices are now available for review on the Negometrix platform only. We will no longer post new solicitations or public notices to the website currently listed on the Purchasing & Contracts’ website located at https://vcservices.vcgov.org/solicitation_list/. We will no longer accept paper bids or any other method of submittal; all submittals will be via the Negometrix platform.

Registration with Negometrix is free and is required prior to submitting an electronic bid response. When you click the PARTICIPATE button in the solicitation, you will be required to register or log in with your account information. We suggest your company complete registration with Negometrix no later than 24 hours in advance of the bid submission deadline to ensure proper enrolment. Americans With Disabilities Act (ADA):
In accordance with the Americans With Disabilities Act (Title III) and Section 286.26, Florida Statutes, disabled persons who need special accommodation to participate in the proceedings, or an interpreter to participate in any proceedings, should contact the county’s ADA Coordinator at 386-248-1760 for assistance at least two (2) business days before any meeting date.
