Meet Raymond Tyner, Our Incoming GRM Director

Get ready to welcome Raymond Tyner as Director of Growth and Resource Management starting Oct. 1! He brings nearly three decades of experience helping communities balance growth with environmental stewardship.

The GRM department orchestrates comprehensive planning, environmental protection, zoning, and development review – essentially architecting how our county evolves while preserving what makes Volusia special. With unprecedented regional growth pressures, we're gaining a proven leader who understands this delicate balance.

Tyner spent 23 years with the City of Palm Coast, rising from Environmental Planner to Deputy Director of Community Development. His achievements include spearheading Palm Coast's first comprehensive land development code, creating infrastructure funding districts, and completing their ambitious 2050 comprehensive plan.

Currently overseeing permitting, code enforcement, zoning, and building inspections, Tyner has developed performance metrics and dashboards that significantly improved service delivery and accountability.

Tyner recently earned the 2025 Regional Award for Excellence in Planning and Growth Management from the Northeast Florida Regional Council and the 2024 Outstanding Partnership Award from the Florida Planning and Zoning Association.

With his University of South Florida degree in Anthropology and extensive hands-on experience, Tyner brings the perfect combination of technical expertise and leadership skills Volusia County needs. Just as importantly, he is a team-oriented leader and problem solver. His approach emphasizes outstanding customer service by making citizens the top priority and ensuring government remains responsive, accessible, and solutions driven.
