Posted On: January 12, 2026

alt textPlanning Manager Samantha West has earned top honors from the Volusia County Association for Responsible Development (VCARD), an organization dedicated to promoting smart growth and sustainable development practices throughout the region.

West received VCARD's prestigious Partner of the Year award in recognition of her collaborative approach to community planning and her commitment to environmental stewardship. The award celebrates professionals who demonstrate exceptional dedication to responsible development while fostering strong partnerships between government and the private sector.

"Samantha has been instrumental in advancing initiatives that benefit both our community and our environment," said outgoing VCARD Chair Jessica Gow. "Her extensive work in promoting low-impact development initiatives and advancing more resilient and sustainable stormwater ordinances has set a new standard for environmental planning in our county."

Gow particularly praised West's efforts to streamline processes and improve efficiency. "She's worked tirelessly to make the county's permitting process more efficient, which benefits developers, residents, and our natural resources," Gow said. "Her ability to balance development needs with environmental protection makes her a true partner in responsible growth."

As planning manager, West oversees critical aspects of land development and environmental planning that shape how Volusia County grows while protecting its natural resources. Her work on low-impact development techniques helps minimize environmental disruption while supporting economic growth, and her contributions to stormwater management policies strengthen the county's resilience against flooding and protect water quality.

The recognition highlights West's collaborative leadership style and her dedication to finding solutions that serve both the development community and county residents. Congratulations, Samantha, on this well-deserved recognition!
