Transform386 Funding Supports Senior Housing Project

The hard work of Volusia County's Transform386 staff is taking shape – literally – with the groundbreaking of Lakewood Senior Housing at 1300 Jimmy Ann Drive in Daytona Beach, the first of four approved multi-family housing projects to move into construction.
The 56-unit affordable housing development for income-qualified seniors represents a major milestone in the county's long-term recovery from Hurricanes Ian and Milton. For the Transform386 team, it's the kind of moment that makes the months of planning, coordination, and paperwork worthwhile.
Transform386 uses federal disaster recovery funding to address unmet housing needs across Volusia County, and getting a project from concept to construction requires no small effort. Staff navigated the complexities of federal funding requirements, coordinated with municipal partners, and worked alongside developers to ensure projects meet community needs – all while managing a pipeline of initiatives countywide.
"This groundbreaking is a direct reflection of the dedication our Transform386 team brings to this work every day," said County Manager George Recktenwald. "These aren't just housing units – they're a lifeline for residents who were impacted by the storms, and our staff made this happen."
In addition to Lakewood Senior Housing, the Transform386 team has shepherded three other multi-family housing projects through the approval process: Blue Sky Communities in DeLand (84 units), Good Housing Partnership in New Smyrna Beach (60 units), and Wendover Housing Partners in Orange City (80 units — senior housing). Together, these four projects will deliver 280 affordable housing units to Volusia County residents.
With construction at Lakewood Senior Housing expected to wrap up by the end of next year and additional projects anticipated to advance in the coming months, the Transform386 team's work is far from over. But this groundbreaking is a well-earned moment to pause and recognize what their efforts are building – stronger housing, stronger recovery, and a stronger community.
